Windows computer users have System Restore feature that allows reverting computer to the previous date. Thus, they can travel back in computer’s time before the error, ransomware attack or other problem has occurred. Yes a Time Machine (TM) backup is sufficient; you don't need to 'install' the OS and then restore the backup. However you will need a copy of the OS at least and that can definitely be placed on either a USB stick or external HDD. The OS media contains the utilities you'll need to restore the TM backup.

I did this several months ago and use it every day; so much so that I’d forgotten it wasn’t the default behaviour. If you use IE on OS X, try this. Small hassle. Big rewards.
